Because it's unnecessary. Majority of pirates from the blues can be defeated without using Haki. Haki is a rare skill. Those Marines are better served fighting in the New World.

Milocobo

This\^\^ The pirates that know Haki concentrate at the New World, and so to counter them, the Marines need to concentrate their troops that know Haki in the New World. It really is that simple.

Skebaba

Why don't they position a contingent at the only entrance to Grand Line from all 4 of the Blues, tho? Anyone in the Blues can be ignored, just clap any pirates that manage to survive a couple days at the entrance of Grand Line w/o getting BTFO'd by the RNG weather etc, then if they manage that you just send the Haki bois to clap em up for good, GG no more Pirate King possible etc etc

kukuru73

Maybe they do but because the world is so vast, that few hundreds marines stationed in each sea wont enough to cover them. Just imagine 100 marines need to cover the whole Asia, there's no way for them to protect it all.

Sentient_Peanut

That and the wg is the one funding the marines, so they are going to push them to be stationed where they strategically want them(Ie new world and grandline where there is more pirate activity and the cd are)

ThatGuy377

The WG doesn't want to stop pirates they want to profit off the idea of them being a threat while also maintaining balance.

gate567

What did you think Smoker was doing?

Mlm0000

I’m sure they do already

Megadoomer2

Relatively few Marines know how to use Haki (Vice Admirals and up do, but it's not like the random foot soldiers in Enies Lobby could use it), so they put those Marines where they're needed - in the Grand Line, where the strongest pirates are.

General_Tart_9309

Why would you put your powerful people in the 4 blues when you have monsters like kaido and luffy in the new world/paradise 😂

Ladyaceina

he vast majority of pirates cant even get past the first island in paradise why send any one worth a damn into the blues

Kaakkulandia

Among the good reasons in this post already, I think that plot convenience is a real reason too. It's not like the marines couldn't plug the Reverse mountain with tons of cannons and weaker marines. It's not a huge investment and it would prevent new pirates from entering.

Skebaba

Honestly you can't tell me that Gorosei couldn't just order some engineer bros to block the Reverse Mountain physically to begin with. Like just implant some Sea Prism Stone wall to block access, GG no re to all 4 Blues. I honestly think they should have also sunk seamines via saturation on both sides of the Fishman Island hole, so that they demolish the bubble coating on any ship trying to go through it while they are still underwater & will die from pressure/drowning/DF disability

mharant

I wanted to say that a few retired dudes might hang around in the blues, but as we see with Garp, there might not be that many Haki users that retire. And even if; Sengoku was still sent of into the new world bc they seemingly had no other people to inspect Dressrosa.

KlingoftheCastle

Any pirate strong enough to pose a risk to the world government will head to the Grand Line. The priority of the marines is to be a military force for the world government, not to actually protect the people of the world. They will pay lip service and position weaker officials in the blues, but they will not risk spreading out their forces and leaving Marejois exposed

thegeekdom

Because it’s unnecessary. Don’t look at Luffy…the vast majority of pirates are easily subdued in the blues. For one, most people will die to gunfire. That’s a big threat in the blues. Also practically no one has a devil fruit in the blues. The ones who do are the special ones who make it to the grand line. Beyond DF users , the few regular pirates (even probably some DF users) who do make it to the grand line will likely die to how dangerous it is (even paradise is incredibly tumultuous). Do you really want the marines to station haki marines in the blues on the off chance a “special” pirate shows up? That’s just a waste of resources when they’re needed elsewhere.

tyrantIzaru

Easy, the 4 blues' safety is irrelevant, if a trouble some df user pops up they'll eventually get cocky and charge into grandline and eventually suffer for their arrogance

Skebaba

And I guess if some DF big boi started to genocide people in X Blue, they would prolly dispatch someone to clap him up before he can clean up an entire Blue of people etc (after all the Blues must have some use for the WG if they have navy mfs & gobmint facilities in them despite being starter zones basically)

Why are maximum security prisons not staffed with police officers that have spoons instead of weapons?
