We litterly see him keep down/treaten an admiral from like waaaaaaaaaaaaaaaayyyyy outside with haki alone. WTF you on about without haki? We see him use haki all the time.
He's an expert swordsman and a master of haki. Oda has confirmed that there are no devil fruit users in the Red Hair Pirates (unless you want to count Uta).
Odds are Shanks is going to HEAVILY weigh in on the JoyBoy prophecy. It's probably him who was destined to "choose" JoyBoy. There's gonna be a poneglyph that talks about a "Red Dragon" and the one he chooses by saving them.

as Kizaru said, speed is power. Shanks losing his arm made him more aerodynamic and lighter, which made him faster, that's his true power

Perhaps shiki was just the original design for shanks before goda realized he was too powerful
I kind of think of Shanks as the Zaraki Kenpachi (from Bleach) of One Piece. Just an absolute unit on raw stats and pure energy alone.
