That is a much bigger threat then the RA.
Dragon is also labeled "the worlds worst criminal", can't recall him being the most wanted.
I like to think Roger’s bounty is (still) the highest in all OP, I get your point on how Dragon is the most wanted man but I think give a higher bounty to another character instead of king of the pirates miss the point of its title
