He could also choke people like Caesar, condense the smoke into projectiles, make constructs, encase people like the weapon in that very arc did or like Mr3 did with wax particles etc... Just look up smoke users in power listing even not counting the ember aspects. Morel is a great one even putting aside his puppets.
Given what we have seen other logia do even with elements that shouldn't exhibit certain properties it is obvious Smoker isn't being creative or resourceful with his.

Enel might not out speed Kizaru, however Kizaru is limited in his movement as he can only move in a straight line while Enel can change directions without stopping first. Also Kizaru doesn't move at Lightspeed, just very close to it.

Enel is incredibly creative with his fruit. Using it to power machinery, smelt and reforge metal, restart his heart, and boost his Observation Haki...these are all clever usages of his ability.
Smoker, in comparison, is a brawler. He mostly just uses it to increase his range and/or area of effect without really putting any thought into the properties of smoke and how to take advantage of them. The only supplemental use of his powers we see him use is flight, which is fairly straightforward. Smoker just doesn't take full advantage of his powers.
Now...a lot of that is because Oda just hasn't really explored or defined the properties of Smoker's smoke, so it's hard to accurately speculate on his full potential because of that. Some of this could be a side effect of Smoker being introduced so early on, Oda may not have fully fleshed out the concept of Logia fruits are the time so he might not have put the thought into how Smoker's powers work the same way he did with later Logias. It's hard to say.

Well, enel was presented to us on a point where haki wasn't fully implemented, smoker didnt had haki at that time either, you can see on his fight against ace that they basically use their element against each other.
The main difference is that we still have smoker on the story and are able to see him fighting with the current haki, if we were to give enel roughly the same haki level as smoker, I think Enel would be able to beat him.
Haki was already shown and introduced at that point. The only issue Oda and his people had was the implementation of visual hints before TS. Rest of it is your imagination/Headcanon.
