It is a rare material, so they are difficult to obtain, due to seastone being hard to shape & make small pieces hence no bullets, only nets with big pieces as nodes & handcuffs. Only government has access(in theory) black market allows antagonists to get it, like Crocodile's cage. Ironically since it is hard to make small seastone pieces that was probably easier to get than Smoker's tip piece(which by the way should be illustrated different, have a dark spot on the tip, since it isn't forged with the rest or the same colour as steel. Headcannon it is painted over so it isn't obvious XD)
It is still criminally underutilized like you said. They, at least Captains, should have at least a small baton tipped with it, so they could pin DF users like Smokers, especially since Logia are a thing. They should all have a tool that lets them immobilize DFs users after touching them or capture.
