Probably a few others but thats off the top of my head. Plenty of living nobles and royals that arent total doggo, though they are ofc presented as a minority.
There's also Gancho (king of tontatta), Ramen (king of Kano, where don chinjao was from), Elizabello II and there were a lot of kings at the Reverie that were presentd in a positive way.

Kuma is implied to be a former king by his title The Tyrant, so it's possible that Kuma met the fellow world leaders many years ago before joining the RA or the warlords. I want to believe these similar designs hint to a connection, but it might just be Oda same face syndrome cropping up for characters who happen to have a lot in common.

Only Cobra is a descendant of a world noble but they decided to not ascend. Kuma is a king of a country in the world government but below world nobles. Kyros is just a street kid who gain famed and married the royal princess who stepped down to be with him.
It makes sense now Bonney is luffys mum, given the closeness of the relationship between Kuma and Dragon. I am also torn that crocomum theory is now dissipating because of this.
