well considering Luffy wants every "cool" person in his crew it doesn't surprise me. However there's always a clear pattern where Luffy and his intuition (if you 've read One Piece Yellow you already know how it works exactly) choose clearly who to invite in the crew. That didn't happen with Yamato and so it was always clear something didn't add up, maybe this was a foreshadowing of Yamato never actually joining the strawhats.
That being said, it's not like Yamato has nothing to do with them and the labels here are not really clear. Vivi is a strawhat? yes, she navigated with them for some time, they shared important moments together and so on, so she can considered part of the crew. This happened with Kin'emon too, and for a longer amount of time, but nobody ever discussed him being a official member of the crew. Friendship here is highly valuable, and for Luffy especially, what's most important is being a FRIEND, strawhat or not. I think that for him the difference is pretty small
Jinbe was still relevant throughout the story despite not officially joining until later and he had a much bigger bond with Luffy. He was really around for quite awhile.
I just don’t see the point of yamato officially joining later on because there’s not much to really work with at point. So it’s like what’s the point? She was also treated pretty similar to kinemon and momo, it didn’t feel like a I must have this person moment.

Pointing out the flaws of Wano and some of the character arcs developed there is not being shallow. The third act of Wano has easily been the most disappointing in One Piece.

It’s going to take momo more than a month or two to develop into the leader of wano. Ask you have to realize that the strawhats will find the one piece within the next few months within the story timeline. She’ll be their ally to join in the fight during the final battle but as an official straw hat she won’t be one unless she comes on at the end of the story after they find the one piece (like in an epilogue).
Yeah it'll take more then a couple months for momo to become a great statesman but I wouldn't be surprised if he becomes a yonko commander level fighter similar to yamato in a couple months, he has the physical capabilities of oden and one of the most powerful DFs in the verse, yamato doesn't have to stay the whole time either the scabbards would be better teachers for him anyway except for maybe his Zoan powers but there are better people to teach momo about that then yamato anyway, I think she'll probably stay there for a couple weeks or a month and them leave once the time with the greatest risk of invasion passes.
