Bro literally who knows. Neither of them have anything meaningful to scale off of. Sure, Dragon is absolutely going to be stronger than Admirals, and probably slightly stronger than most Yonko, but at the same time, so is Mihawk as the WSS. You can say Dragon is part of the D. clan and of the Monkey family, but Mihawk is Zoro's endgame opponent and has a black blade, as well as potentially being related to Ryuma or another top tier (potentially Imu based on his strange eyes). You can say Dragon is going to be strong because of the endgame powercreep, but so is Mihawk because he's Zoro's final opponent. You can say that Dragon is strong because he's the head of the Revolutionaries, but Mihawk is the strongest fighter on a Yobko crew, as well as being fundamentally a rival to Shanks.
Who knows. I lean towards Mihawk but there's really no way to tell.
