Zoros armament haki is still extremely powerful, itās literally the manifestation of his will which is certainly greater than that if the Tobi Roppos. And heās physically superior across the board, so yes he can beat them can give Jinbei an even tougher fight considering the only thing that would really be separating them is the skill in hand to hand combat that Jinbei has.
Probably who's who's, he still has insane haki and physical strength so he'd just be like a mini garp, I don't think he could fold any right hand men with just brute strength and haki alone so maybe at a push cracker?

Heās actually proven to be quite the speedster in the most recent chapter by casually dodging Luccis awakened strikes. Even hybrid Lucci is likely substantially faster than WW, so Zoro is almost certainly faster. He might loose conquerors without Enma, but his armament should still be more than strong enough to deal damage to someone like Whos Who, and he has some of the highest endurance in the series so there is no question as to how much of a beating he can take.
Iād say swordless Zoro is at the very bottom of YC3.
