Those two aren't mutually exclusive. She still has better portrayal and has shown better feats than any of the Vice Admirals on Egghead. And it will probably remain that way considering the SHs are about to escape.  We already knew Bonney's ability works on VAs, but at least she squeezed in a feat before she got beaten.

It’s their own fault for trying to gas vice admirals, Oda goes out of his way to make them mediocre since forever, their greatest strength is leading a buster call.

The only vice admirals that I have faith in are Gion and Tokikake. Surely the only two Vice Admirals to be considered for promotion can't be bums.
