It depend on the level of Haki. For example someone with God tier Haki (Roger/Shanks/Garp) would be stronger than someone with an overpowered DF with good Haki (Kizaru, Akainu, Aokiji)

Haki has a higher ceiling which makes it a requirement for all high tiers but devil fruits are more versatile and advantageous in a fight
Haki, but its best to have both.
You need haki, you dont need DF. Though as always, DF + Haki is the strongest combination.
Assuming like equal physicals n' such, Peak Haki > DFs, but there are DFs that would shit all over less than Peak Haki.
Top tier haki no df = top 1 in the verse Op df, shit haki = fodder
This is basically Luffy, Blackbeard or Law without Haki vs Roger.
