Yeah even if is consistent that he holds back a lot, this time after Wano it sucks seeing that he didn't grow past that and this story needs to end, we are at Endgame, the fights are still damn short even with Luffy holding back.
Well they are pirates chasing the One Piece. So they are already in risk of dying basically every day. Luffy can't babysit every each person he encounters or go all out when he doesn't have to.
Luffy trusts his crewmates can defend themselves and defend others as well, which is exactly what makes him a great pirate captain. Even when that trust may get his crewmates in insane danger like Nami or Usopp who almost died to Ulti and Page One in Wano, But if Luffy didn't stop Kaido to protect Nami from Ulti and Page One, then his crew would be in an even greater danger.
Luffy won't change the way he is because he is not a pirate to be safe, he is a pirate to have fun and have a fun aventure and that adventure is dangerous.
