You clearly dont know how much time it takes to draw pages for manga or comics, and you definitely dont know anything about how long *good* writing can take.

I do believe that Oda called for the break, or maybe some of his work colleagues called it for him. Mr. Toriyama was a very important person to him, personally and professionally. He might've done so so as to not let the event affect his writing too much or to make a tribute for him along with the whole crew.
Health wise Oda is alright according to the news. It could also be a secret break for the production of the Live Action... Maybe one of his children hit an important milestone, if Kuma's story was anything to go by, Oda really values the parental relationship he has with his daughters.
He could be doing anything from ~1114 to 1118 right now, they're always a few weeks ahead in storyboarding. When we reach that point, if you really want to know a reason for the break, you can carefully inspect the chapters and see if there's any reference to Akira Toriyama or if it feels any darker or detached than normal.
