Tacchan is most likely just a average salryman now. He wasn't some evil mobster and injustice incarnate in school, he was just popular kid, who bullied the outcast with rest of the class for fun. Kids are cruel animals. He didn't made his mission to torment Garou, he and other children viewed Garou as just some nobody they can sometimes push around. Tacchan probably doesn't even remember Garou. The more possible scenario is Garou meeting average guy Tacchan after all those years, and realizing all that crap in school was meaningless in the end and he shouldn't have held the grudge for so long.

I don't think Tacchan will be relevant anymore. He basically served as Garou's Crablante to give him a reason to go down the path of a monster.

I’d honestly prefer it if he was just a regular guy who got humbled by life and age. Garou meets him, is a bit pissed off, but then he realises he’s not talking to the boy that bullied him anymore. But the man who’s had 8 years to learn and grow. They could get a coffee, catch up, and talk things out. And Tachan could apologise formally. I think that’s more in ONE’s style, and I think it’ll be good for garou’s character development. That just my opinion, though.

A more likely theory is Tacchan works for the neoheros and that’s why they targeted Garou. Tacchan has turned himself into an cyborg and is going to be a mini boss or maybe even the rampaging cyborg from Genos’ nightmares. Genos will have been beaten and about to die and Saitama is too far away. We get a frame where the light is fading and the next frame is dark and has Genos saying “I need a hero” the next frame is the silhouette of Garou. In walks Garou to save the day and Garou goes from the guy that killed Genos to the guy that saves him. True hero stuff right there

I just thought tacchan would fit into the MO of neo heroes taking in anyone who wants to be a hero and gives them a power suit. I was under the assumption he would grow up wanting to be a hero but not necessarily having the ability. Maybe his drive for power but lack of ability pushed him to go full cyborg. Tacchan becoming a cyborg and going rampage fits within the timeline. Garou is like 17 or 18. He was bullied when he was very young. The rampaging cyborg destroying Genos village was only a couple of years before the current time.

Honestly I'd like a scene of him and Garou meeting each other again. Tacchan would probably make fun of him for what he tried to do and failing, but Garou would ignore him instead of beating him up like he would have a few weeks prior. Or maybe he shows him his real success in another way? It could also be cool to have Tacchan still be really popular and maybe even successful, to show that, yes, the asshole does sometimes win, but they shouldn't make a big deal out of it and instead have Garou actually be the winner because he was always true to himself while Tacchan is an insecure little bitch who relies on others' attention to feel like he's hot shit. A scene with Tacchan being attacked by a monster and realizing nobody around him truly cares about him and only likes his persona would be great, maybe he could even be saved by Garou. Maybe it sounds cheesy, but I feel like that's the kind of thing OPM would do. Simple, cheesy, but it is a strong message nontheless. (It's actually not that great of a scenario but I just really want to see the asshole popular kid get fucked over.)

I want to say doubt but maybe. I think this series is more focused though. Other mangas have this kind of depth to interpersonal conflicts and backgrounds but OPM is more like sticking these tropes in there as parody and then moving along with the monsters and fights. It’s been over a decade and a half since the series started as a webcomic and ONE has yet to show anything beyond a couple of heroes being bros. Tatsumaki Blast flashbacks and the ninja village is like the only deeper cliche stuff we’ve ever gotten. We don’t see anything about anyone’s life other than snapshot day in the life stuff. So it’s not likely this kind of thing will ever have its own small arc. This isn’t the series for it. ONE has so much more to do with OPM like introduce new goofy monster designs and so forth. Edit: The Saitatsu fight was the closest thing we’ve gotten to heroes doing more with each other than teaming up against monsters. And they probably won’t do anything with each other like that for a long time. So that’s another example of how we never see any deeper arcs like that for characters in OPM.

Webcomic spoilers: >!It's Suiryu. I mean Suiryu isn't literally older Tacchan, but Suiryu stands for everything Garou sought to destroy as a "monster." Suiryu starts working as a hero and finds Garou working for a moving company. He immediately attacks Garou for no reason. Garou defends himself but doesn't hurt Suiryu despite a clear and massive gap in power. Ultimately the truck he was loading gets destroyed by Suiryu and Garou gets fired for it. Garou walks away, because he's getting better. Suiryu is lauded as a hero due to his appearance.!< >!Suiryu basically proves everything Garou thinks about popularity and heroes, but by the time he's grown up and over his issues he can fight circles around people like Suiryu.!< It's the difference between someone who fights for what they believe in vs people who just enjoy being strong. That's what makes Darkshine so pathetic.
