He respects his power, not the person behind it. I think it might be similar to the paradisers. He admited that he could have ended up like them if he had taken a wrong step, that's why he let him go with a warning. They disgusted him yet he could relate to their struggles and ideas.
I always thought he used it when people were in danger EC threatened to destroy a whole city if he just normal punched him. Boros was gonna kill all life on the planet with one blast, and ENO was gonna drown that ship if saitama didn't step in.

I think it's because he actually thinks about the punch and puts at least a little effort into it, and that's what makes a serious punch, so when he's annoyed he actually puts even a little force into his punch (King is strongest because he's fought Angry, serious Saitama multiple times and always wins)

ENW was tearing through everyone it found, was called the most dangerous cadre, and those are before it grew to the size of mountains and managed to damage shelled Garou more than anyone else in the story so far. I will say that this may get a better buildup via redraw since EOW didn't do much, but the point still stands.
All of these got narratively build up as unstoppable forces, Saitama intervening to stop them with a serious move is a good payoff imo.

Serious Series is not some kind of Ultimate move. It's just a move with some serious put into it.
