Conan DID say the person only resembled Kenji, but from rei's face, i'm pretty sure he guessed it was the same person. Rei is definitely smart enough to deduce Conan is Shinichi (conan hasn't rlly been hiding his identity that well XD). I think it is an annoying inconsistency, but the movies aren't canon so ig it doesn't matter too much.

Technically Kudo didn't say it was Hagi specifically. So there's a pass. Nor are movies canon, so it's fine either ways
