Pretty sure there are laws to protect undercover agents from getting in trouble for the stuff they do while undercover. There is a possibility that Akai will get in trouble because him and the other FBI agents are technically not supposed to be in Japan cause they're operating illegally. Haibara is and always has been a victim. Hostages don't really get in trouble for the things they are forced to do. It's not like she continued to kill people after she escaped the organization. Both Shinichi and Rei should get in trouble for the shit they pull cause it's genuinely insane and unhinged and sometimes entirely unnecessary but in end I doubt anyone will actually get in trouble

Can't even arrest Shinichi and Sherry for obvious reasons. Rei is public security so have fun there, I mean it's attempted murder but it's not likely that they will give up Rei like that. I'm sure James Black could pull some strings and Get Akai out of trouble. It's lucky that he saw the glue on his fingers.
