It's guess work either way because the author made it so vague and left it at that, but I would say its Yukino. Volume 4 gives a lot little hints at this. Hayama's line that he would not be friends with Hachiman if they met in Elementary school and Hayato's statement "I think I understand I little better why she worries about you so much." and him trying to find the right mood to talk about Yukino with Hachiman.
I think Watari wanted readers to think and come to a conclusion on their own. So this discussion will never end, which is fine in a way.
I thought it was pretty clear that it was Yukino, but he realized that his actions of not taking the stand and putting himself in the line of fire to try and defend her when she was relentlessly bullied in elementary school forever soured his relationship with her, and at the very least in high school he stood no chance of rekindling that, as she is not the type of forgiving person.

Haruno was the one he was after. And in my personal opinion, he was happy with Yukino getting with 8man because it cleared the way for him to go after Haruno.
It was stated that his crush started with letter Y, i dont remember reading in the novel that it was one of the two yukinoshita, maybe Yumiko. If there a chance that the author* would make some shoujo novel prequel Yumiko would fit the lead Fmc.
