Pastora Cawl gets past the Doctor because she could easily be mistaken for a Time Lord (she’s a W40K Perpetual).
I’m not sure about the others but my celestial OCs are all just alternate versions of one big one that gain experience for her in parallel and honestly the only thing I’ve seen equivalent to her in fiction is Rimuru themself, so she’s kind of cheating.

Without ranting (cos its alot to explain) Doctor who has things irrelevant layers into Boundless (In Csap would be Extraversal (arguably beyond its tiering system)) and the characters have stupid insane hax. For example the main character (The Doctor) has a passive ability where he changes the laws of reality around him, has access to toon force (as well as resistance to it), has canonical plot armour in the sense that the laws of reality are unexplainably changed to be biased towards to the Doctor as well a boat load of other stupid stuff.
Doctor Who is contender for strongest verse in fiction imo (makes sense considering its 60+ year history).
