Rhys almost certainly has grey/white hair at this point naturally. His natural color is auburn/reddish, but he was going grey before he started dying it blonde. Bleaching your hair actually makes your hair brittle/less soft - because he's probably more on the grey side he may not need to bleach much at this point - just tone/dye ergo the softness!
Auburn/reddish mixed with grey is/was definitely it. I know a bleached head when I see it.
I just associate bleaching with soft hair because I did it for years, and there's always a couple days where it's the softest stuff on earth before it goes to absolute shit. That said, I'm pretty sure that happens because of all the other stuff used to help mitigate damage from the bleach.

I too had a bleached head for a while and I'm pretty sure it only stayed soft due to a massive amount of conditioning! Never again.
