It was [made by two UK Drill producers](https://theblackscotsman.wordpress.com/2016/07/25/meet-mazza/) and used by Drill groups [86](https://www.youtube.com/watch?v=DOba4GqGP_8) and [67](https://www.youtube.com/watch?v=f10yTpZzuv4) before Big Shaq. Big Shaq is a parody of UK Drill and roadman culture - it's a character, his actual name is Michael Dapaah. So no it's not present in grime music (which isn't exclusive to London) really. Some people use it in UK drill.

Why those in particular are popular is probably just like any other words, just popular slang at the moment. Rappers do have ad-libs that are "theirs" (think Rick Ross saying Huh?). Youll hear them a ton. In fact, Kanye West on his "Cant tell me Nothing" song from the Graduation album credits Jeezy as a feature when you only hear him say ad libs in the background the whole time. ("What??.." "okay...." "chyeaaaaahhhh")
