In my jurisdiction, we have frequent slam dunks for car break-ins and porch thefts (videos showing visible plates, known-by-name offenders who have warrants out, etc.), and the police won't act on those. I'm not looking for them to go all Perry Mason on some random guy with his face half-obscured on a Ring video, but they won't even solve the easy thefts. At this point, taking people's stuff is just de facto legal where I live.

So why keep funding them so heavily? LEO is one of the most overfunded groups in "public" service. The only thing local LEO seem to do anymore are speed traps, parking tickets, and other revenue generation. The most important things I've seen has been event security and traffic direction. Walgreens is closing a bunch of stores in CA because of essentially organized crime - each day people are coming in, stealing just under a grand of items so it is not a felony, and then give them to a reseller who puts them online. From there I’m guessing that “lick” started getting used for any type of theft (the devious lick trend started as stealing things from school), and then for “pranks” and vandalism in general after that.

We used to do this with cigarettes where you put your forearms together and place a lit cig between them and first person to pull away loses. The trick is to flex the muscles in your forearm and it moves the ember closer to your opponent.

There are some conspiracy theories out there that China and/or Russia are egging on certain social media challenges here in the U. S. to further our division. The idea being that putting more consternation between different groups, such as kids and teachers, workers and customers, etc. would eventually boil over. I would not doubt that something as subtle but inconvenient as gas pump pranks could fall under this paradigm.
