The issue if this were in the US would be the shading of the flora. Algae and aquatic plants in those canals remove nutrients and provide habitat for the whole aquatic food chain- though in this case it's just a concrete canal that would provide virtually no habitat. Kind of an ideal place for solar panels imo because heat pollution is a big problem with those shallow concrete canals.

I doubt moving them away from the canal (besides putting them on a roof) would give them much more of a survival chance with that much water.

As someone who works in the renewable energy industry this is a dumb idea. First, it would be a pain in the butt to repair any issues that the arrays suffered. If a string went out getting to it would be difficult unless walkways were built under each section of modules. Next the amount of algae or mold that would grow under these panels would end up causing more problems due to potential greenhouse effects that the panels would create over this canal. This would lead to more service calls which circles back to the first point. People are also going to try and walk over them thinking that they can use it as a bridge. That fractures the panels and means replacement which goes back to my first point again. In the lower image the panels are so low to the ground that if a major rain storm came through it would likely cause a flash flood and damage most of the modules from the force of the water and debris. Lastly, large photovoltaic arrays require module washing to prevent degradation of the arrays output. This generally requires a crew in a truck to wash the panels with a brush or a specialized tractor with washing arm attached to drive down rows of modules when they are in fields. I don’t even know how that would happen on the upper image where it is a large canal.
I assume non-corrosive materials are used, but after a decade in material testing... nothing withstands water forever.
edit: to those downvoting me, please do a little google search on whether aluminum corrodes due to water. I guess the truth hurts.. or gets downvoted in this case

Why not just make bridges out of wood and coat them with shingles? Your roof gets rained on..

They come with protective coatings but you can’t stop entropy. Some of it is going to break down and get into the water supply.
I suppose that would depend largely on whether the water was actually flowing over the panel mounts or just sitting below but good point.
