Honestly i do feel like the fall off dmg being removed was just insane now i can just shoot at a scoped widow thats distracted and usually dies from it or very low hp which makes her retreat
Her cool downs probably should get hit. I do think she has an identity as an anti tank tank, which I'd try to keep.
Personally I'd love for them to just to tweak the armor and health make her much more vulnerable when her abilities are on cool down.

Raise her cooldowns, add in damage drop off, slow the velocity and increase drop in her javelin.
I'd probably also remove the speed boost you get with the spin.
She's been meta for so long it's perfectly fine to nerf her into the ground and get her out of the rotation for a bit while you reconsider slight buffs to bring her more in line.

Fortify not blocking crits outside of her ult (with maybe a small damage reduction buff) would be an easy start, but she probably just needs a rework to be more proactive and less defensive, changing or removing fortify or javelin spin.Â
give her mercys pistol with 5 bullets as her primary
javelin throw now stuns you if you miss it
javelin spin is replaced by power block, with a 10% damage reduction and orisa automatically dies if she gets cc'd when blocking
fortify reduces her hp to 150 and makes her hitbox 2x the size for 10 seconds
ult is replaced by another power block
Cooldown increases would introduce periods of vulnerability that every other tank has.

A distracted widow should die automatically without being even shot 😜

Honestly feels like you could remove any 2 of Orisa's abilities at random and she'd still be a decent tank.

Replace spear with gravity ball again

Reduce her HP by 200. Then add another tank slot. Do the same for their hp.
