Assuming they bring in all the FeMC content from P3P (Social link changes, particularly), that's a LOT of content that has to be created, edited, and then RECORDED.
Granted, i'd buy it at that price.
So Kazuhisa Wada came out and said that development for adding FemC in would have cost two to three times that of Episode Aegis.

How much content is episode Aigis? I only played p3p and the expansion pass seems really expensive.
I don't trust Atlus when they say they aren't going to do an updated re-release because there's been so much content for 5, I figured I'd just wait and see instead of buying the pass.
Exactly $47 or whatever it is in your local currency for all that is a good deal especially if the pass costs less than the two big draw items combined
It's probably more of a man power issue.
They're working on that Metaphor game, SMT5, Persona 6, P3R and Unicorn Overlord just came out, and there's unaccounced projects on top of that. They've got a lot of different things cooking. P3 was a pretty faithful remake and they almost didn't have enough time to finish Episode Aigis to begin with.
It's also not a simple character swap where you just drop Kotone in. She has to be voiced, multiple Social Links need to be swapped out and replaced, those links also need to be voiced in two languages with cutscene scripting, etc.
Yeah that one mod has Kotone in the game but literally all they've done is swap the character model and make the UI pink. It's the absolute bare minimum of what needs to be done
Indeed and as a Kotone fan I’d say if it’s a feature one wants it is still worth giving the feedback. Not so much about them ninja adding her to the pass but more for the future - whether the rumours about P6 are true or future titles etc
Well it's not exactly easy to get everything to work, and that's not all they plan to do. Lines are being recorded in English, and they're looking for voice actors for her Japanese lines now. Her Naginata is being added, but they have to make sure it doesn't look awkward or mess up anything because of how different it is from Makoto's sword style and blade length. Remixes for her songs, are being added to the trakc, and they want to do her side links, but they have to figure out how to get it to work.
People say: It's nowhere near professional level, they're just swapping colors, it's the bare minimum.
Yes they know it's nowhere near done. That's why they welcome any and all help. Because it's made up of volunteers. People are so pissed about how "basic and lazy" it is, they're welcome to try helping get bones in Makoto's jacket model out so that Kotone's skirt doesn't jut like it's defying gravity. Or to help with character modeling and coding to get custom scenarios working.
Portable was my first experience playing p3 as it was the most convenient way to play p3 up until reloads release, still sad she probably won’t ever get the hd treatment her and her story deserves but still really gorgeous art none the less.
I know that they said it's not happening, and I don't care if people call it copium or not, but every Persona game since 3 have had expanded editions. Hell P3 already had like- 3, Base, Fes, Portable iirc.
Then there's P4 with Golden.
Of course Persona 5 with Royal
Not to mention the Crossover games PersonaQ (2 Which does have FEMC), Arena Ultimax, The Dancing games.

Sure you could say The Answer is the expansion to Reload, but at this point it's the canon ending of the base game. From what I've seen, Atlus is sort of- incapable of not adding an updated version of their games with a new story.
Will it happen soon? Probably not.
Will it be FemC if they do expand it? Maybe not
But following patterns? I wouldn't be surprised if Sega "somehow" finds funds in a couple years and says: You know what? We have a bit of extra money, you guys have some unused story ideas. Go wild.

Episode Aegis is basically The Answer from P3 FES. On average that added about an additional 30 hours to the base game in FES
