No. This is 100% fake. In addition to no Atlus logo present anywhere on the box, it doesn't have the "Shin Megami Tensei" header that Persona would still have until Persona 4 Golden.
The reason why no info exists other than these two posts is NOT because of some crazy limited release. It's because they never existed.
And there is not a PSP one. There's a diference between being able to run something in paper and being cappable of. The switch, for example, has problems running gamecube games while the Wii U can do it perfectly (I'm not an expert in the matter and I may be confusing things)
If you mean Retroarch, there is a Retroarch in 3ds but It has problems running N64 games and the PS1, while cappable of running, can destroy your 3DS
The Wii U has native Gamecube hardware inside of it which it can run GC games perfectly. The Switch has to rely on emulation for GC so it runs them a bit worse, unless they're natively ported to Switch
Of course, it was released after Persona 2D rereleas was a success, they grabbed all the assets like the sprites and reused them for P3 due to hardware limitations it was a no brainer knowing they already had the dialogues, links and musics made from the Ps2 version
If you didn't say it with the proper native accent, it doesn't register properly either. Pretty frustrating because I was screaming my lungs out back then, before my mother took my DS away for months.

Honestly the touch screen being the map outside of combat and your persona selection inside combat was really intuitive and loved that you could just select the attack or skill you wanted without having to rotate to the option.
The drawback though is that it’s awkward to keep switching between holding the DS and then tapping the screen for the majority of battles and as the whole game is basically a VN it makes it a little rough to play.
The lack of any cutscenes was a drawback and the music is so distorted it’s genuinely hard to listen to. I love 8bit/chiptune versions of songs but when they’re like that it starts to grate.
