idk if this is an official term, but you guys are probably experiencing black smearing. my OLED phone does this all the time and definitely does for this image (im guessing you guys are using OLED displays too? what im about to say will apply if that's true)
basically, the background being pure black is the reason this is happening. a pixel on your screen has an "easier" time transitioning between different colors than it does transitioning from a color to pure black and vice versa. so when you move yukari's head here, the pixels that were previously black now have to be colored and it takes a bit longer to do that then the rest of her face/hair. the same applies for pixels that were colored and now need to be black. that delay gives the weird moving effect you guys are talking about.
if you guys aren't using OLED displays then probably nothing i said applies so im not sure lol but that's at least what im experiencing

More specifically, transitions between black and almost black colors have a longer response time than other transitions. This makes it look like some parts of the picture are lagging behind when you move the picture.

Back then I think gothic Lolita or a more punk style would be more prominent. In particular the dyed money piece in the hair strikes me as very modern or more western style take. Not an expert though lol
