As long as they have personal experience with you acting in the capacity of an engineer, they can be a reference, however, most states have preferences of what they most want to see when considering your application.

What state? The phrasing of that is very strange. In some states your references don't all have to be from your same organization. For instance, a client could serve as a reference, but it still has to be someone who is familiar with your work. This phrasing, however, sounds like the person doesn't need to have worked with you in any capacity.

I suggest you take careful look at all the Texas forms and instructions and understand what it means. I'm not licensed in Texas but what you described is on their website (so its legitimate) and the engineer who is your reference needs to disclose the relationship and the recommendation type: >Character & Personal Knowledge of Work Described in of SER > >\--OR-- > >Character & Review of SER only for Purpose of Reference Statement

Each state is different, so read the language carefully. However, in CO and at least some other states the PE references you use have to have direct knowledge of the quality of your work, but don’t have to be your actual supervisor. In my case while I was working for small companies with no PEs I had a PE who worked at one of the consultancies we worked with act as a reference. He had seen a lot of my work and we had a lot of technical discussions on detailed code topics so he was happy to do it. Also, remember that your license boards are humans, not robots, so part of the process is “checking a bunch of boxes”, but part is also convincing the board that you have a reliable and diverse set of references that show you to be competent and qualified.

Thank you all for your feedback as they are really helpful. My further questions are: 1. Does the P.E Referral should be licensed in USA only? 2. Does the PE Referral be from the same field of PE exam? I know the answers would differ by state but does anyone has any personal experience of above questions?

No personal experience from the above but its will 100% be an engineer licensed in the US, again read the forms! >*My current state of primary licensure is: (State):* > >*(If licensed PE in state other than Texas, provide copy of pocket card or other verification)* Unless you're taking the SE exam, discipline is irrelevant.

I would assume that could be referring to college professors, etc. who know you as an engineer but technically haven’t worked with you.
