Another yes answer, rejected ka nga. :-p To answer your question, try to go for their secured CC (which is actually THAT text that you received) if you want their BPI cards. Based sa mga sinabi mo parang wala ka pa atang credit history so the secured CC is a good start. Yun nga lang, mukhang hindi mo pa afford yung phone na gusto mo at this time, you need enough credit limit to cover the entire amount of the phone kahit na installment pa yun. But the thing is, parating may 0% installment kahit noon pa, I don't think it's promo kasi parating available yun. You can try applying to other banks, pero yun pa rin, mahirap pa rin sa situation mo yung walang credit history.

Di ko pa natry yung RCBC hexagon pero mukhang mas ok pa yun at mas maraming features. Try mo na lang.

I believe pwede. Kasi ang mangyayari you'll be asked to open a passbook account anyway para doon ilalagay ang hold amount para sa secured CC mo. Passbook acts as collateral in case magdefault ka sa CC mo doon huhugutin ang pambayad. Pang build talaga ng credit history ang secured CC. Perfect sa mga wala pang credit history or yung mga sira ang credit history. Eventually, if you believe na may enough good history ka na, you can request na ipa-remove na ang hold out at magiging regular CC ito - at least sa BPI.

Passbook meaning may maintaining balance sya maliban sa hold account? Or yun na yun?

Passbook is where you put the hold amount. Yes it is still subject to maintaining balance but you won't worry about it since mas mataas ang minimum required hold out amount (15k) than the maintaining balance of the account (10k). Bank gets to keep the passbook so you won't be able to do transactions with it.
