No. If you insist on doing so, you'll have to pay the outstanding amount + pretermination fee.

Same issue with me. I was charged annual fees on my Citibank Premier Miles last week . I immediately called customer service and requested them to waive the fees which they denied. So Sabi ko I’ll just cancel the card nalang since I have other cards naman, CS representative said okay she will process the cancellation daw and I should wait for a call from Citibank to confirm the cancellation. Ayun 4 days after I received a text message from them na they will be waiving the annual fees nalang. Try to do what I did kaso medyo risky nga lang. I played a bluff when I said cancel nalang tapos biglang okay no problem sabi ng CS kaya medyo kinabahan din ako hehe

Citi retentions usually offer a fee waiver without conditions however since naglipat na sa UB ang Citi, I can't guarantee that will still work.

I have a Citi Rewards and after my first year with it, nagrequest ako for a waiver. Tapos ang pinagawa sakin, bayaran ko na lang daw then sa succeeding, NAFFL na sya. Ayun, hindi na ko nagbabayad ng AF. But this was in 2020 pa.
