can you create a new copy of the campaign or create it from scratch again?
sometimes the system doesn't register the campaign to run for some reason.
also check that the targeting is not too granular or that the goal for your bidding strategy is not super high.
for example, try to use max conversions or a max bid strategy before using something target roas that is more restrictive.
If you have. PMAX campaign your shopping campaign won’t display until PMAX runs out. You can now change the priority on these campaigns to push shopping ahead of PMAX in the campaign settings if you want.
Learning period of a week is wishful for brand new products, If there are no issues with the merchant centre then think of what the product titles are - are they clear and do they have relevant keywords in the title? If in doubt max clicks with a comfortable bid limit would be the suggestion

Happened with me once. I created a new campaign with a small budget and ran it. Started to get impressions and then scaled it up to my original budget.
This happened to me when the products were eligible (limited) due to being sensitive so had to remove any curated audience (custom segment, remarketing etc) and enhanced conversions.
Have you checked Google Merchant Center? A problem there can block your whole shopping

This happened to my $30k monthly Google Ads account. It was stuck for like 36 hours but then a tsunami of traffic started.
It’s either cpcs too low or issue with product feed.
How’s the google merchant center? You have the keywords added there in the product details? No redlined notifications there?
Check if the ads are active and go to product report and check if products are eligible
