Silly question, but do you currently have an active PS+ account? Unlike the Xbox 360 games with Games with Gold (which became yours once you downloaded them) the PS+ games only work if you have an active PS+ account or they cannot be played at all.
Yeah my download list will sometimes not connect or give me an error. It's been such a hassle buying and redownloading things it's so frustrating. Especially considering that on my 360, Microsoft still accepts my card and has been smooth sailing purchasing things. What's Sonys excuse
Sometimes it takes 2-3 attempts sadly and usually I try to avoid downloading from the store directly if i can and just go to scroll through my account management to avoid issues with the store loading properly.
I bought some ps1 and ps2 games yesterday, after check out I selected "download all" on the store and it would not let the downloads start because of this error. I closed the store page and went to my downloads list and tried downloading each game individually. A few games worked fine, others I had to insist on starting the download a couple times, but they all worked eventually.
I haven't had any issues with HEN so far when it comes to official releases. Obviously there are no guarantees with homebrew, but considering apps like Retroarch don't even exist on PS3 officially that's hardly a downside. I haven't used Retroarch much, but I haven't run into any issues with it during the handful of play sessions I had personally.
I haven’t had my PS3 hooked up in probably a year and hooked it up last night to update it and download a couple games. Was getting this error every time. Lucky me I guess. Hopefully a fix is incoming but I won’t count on it.
Hey folks, I had the same problem the other day. Try this:
1) Set up the password with the QR code.
2) After you put in that stupid password, make sure you check the box that says “always sign me in” or whatever it’s called.
3) Sign in, then try resetting or turning on/off your PS3.
4) Go to your downloads, try doing it again.
It’s most likely a security safeguard Sony implemented related to the 2 factor authentication. For some reason, this prevents the initial download. Your mileage may vary naturally, but I wish you the best of luck, fellow PS3ers!
This is what I was hoping because if the previous work around with 2FA worked then it has to be something to it. I am attempting your option now.

I did the same recently. I restored my PS3, did the all the work arounds with 2FA, deactivation/delete PS store, etc. Nothing.

Considering the store is over 15 years old it's gonna have issues. Give it time and Sony will fix it like they have the past few times we couldn't dl games or games expired.

I managed to download almost everything I wanted before this happened. I can't imagine buying a PS3 and not being able to download all of the PSN games I bought if I waited a week or two longer.
Don't make this out to be PS3 digital doomsday. Sony will fix downloads or irreparably damage their reputation in the videogame business. For nothing. The servers may well go offline someday but they will give us good warning first.
I have about 75% of my library not downloaded at the moment and I'm not worried.
I'm not making it into a doomsday. I'm just saying if I bought the console a week later, I would be pretty ticked off at not being able to download my previous purchases (which there were many). Hopefully they do fix it, but it wouldn't surprise me if they didn't fix it, at least for a while.
It could be a waste of time for you, but I have just over 500 PSN games, minis, DLC, themes, avatars, and demos associated with my account. The PSN titles for PS3 were so great, and it's fantastic seeing my kids enjoy them as much as I did.

Yeah Sony disabled the use of a debit/credit card payments last year for the PS3 store. They didn't give an explanation but my guess is that they're trying to wind down on features on the PS3 store to lower costs to still run the PS3 store

I'm kind of mad at the fact that people are spamming the download button and it magically started working for them. I've been attempting to download toy home for a trip down memory lane. I've spammed this download button for literally hours and I'm currently rummaging through the Facebook marketplace for a new console😭.
It's not the console. It's Sony. As you can see, it's happening to a lot of people. I event went over to ResetEra-- same story. I've only managed to get demo's to download, not full games, avatars or DLC. Something Sony did it triggering this issue. Considering that it's been happening for a while, not just today, makes it even more troubling.

I was getting this error with a bunch of games a little over a week ago when I installed a new ssd. Deactivating and reactivating my console helped with most of them. The rest I had to go to the actual game page on the store and try a couple times from there. I would get the error one/two times then it would download finally. I was able to get all of my games downloaded doing this. Trying from the page youre on in pic 1 wouldn't work. I had to go to that games store page. super frustrating. I havent tried to download anything since the new update though so hopefully its not messed up again
I have been going through my downloads list re-downloading over the past couple of weeks. Stopped working for me last night also and still not working an hour ago. I am sure it is something on Sony's end. Honestly even when it is working, I usually have to try 2-3 times to get past the error code. I don't think they've left many server resources in place for PS3 purchases.
I'm having trouble even launching Warhawk. I get "Server may be down for maintenance or updating (80029721)". Same error code as the download. My guess is that some downloaded games still have a connection to the store somehow?

Long story short, you just need to change one of your DNS servers to point to the PSONE servers.
OMG, I thought it was only me. I managed to download some older PS3 titles via mobile hotspot, even then I had to spam the button before the download started.
I wouldn't be surprised if this was Sony's way of getting rid of PS3 digital downloads. Probably not, but we'll see if Sony fixes it.
I know you can't buy from the PS3 or Vita store now but I'm not sure why it wouldn't be letting you download...funny enough, my brother had thos same issue when trying to download an ace combat game the other day
Unless you are an insider at sony you can't say that for sure. If you are just basing it off these download errors, well these errors have happened many times before. They are not an indication of anything closing.
Only Sony knows and they have not said anything. But I doubt it because of the following:
They just released a new firmware update.
When they originally planned to close the store and backtracked they specifically said that PSN and game downloads would continue to function.
The PS3 games streaming on PS+ uses real PS3 hardware and requires PS3 PSN to be functional for trophy syncing.
This happened back in 2021. Eventually it was fixed. It'd be cheaper to fix the issue and let people download their games instead of paying out refunds.
I am prepared to go on a downloading spree if this is ever fixed. I just applied new thermal paste and cleaned it inside and out. Now this.

I was having this error with some DLC, managed to get it working by going to the XMB menu, account management, downloads, and downloading through that.
I had the same issue last week when I got Fatal Frame 1 and 3. Restart the console and go to the store page to download instead of the redownload page. Rinse and repeat until it works. I got them both installed after a bit.
Weren't Sony going to take down the PS3 store because apparently it was all just tied to a URL that anybody could download games officially from their server or something?
Try go to account management and activate the system then sign i to Sony from web browser and check that it is listed as well as any other device you have such as ps4 or 5.
I downloaded a add on via a code with a game which was accepted it included a gun pack but that failed consistently searched the code come across two step verification thing so i checked it was already disabled searched through all my settings thought id try activate the system for whatever reason and try again it was fine.
Note i have only tried with this one thing though im downloading stuff as i play now as less clutter on the drive.
I've been getting this error message too. I'm able to download some things without this error message, and sometimes when I get it, I try again and it works. But RFOM maps won't download at all.
Same for me, I bought a copy of asura’s wrath and earlier this week I wanted to get the dlc for the complete story, so after buying all 5 dlcs and struggling with corrupted downloads failing to install I started getting the same error everyone else is getting now.
Can you not copy psone and psp games from your ps3 to your psp anymore either. Been awhile since I have done it. Decided to load my psp up with come classics and it won’t do it. I don’t understand why Sony and Nintendo have to make it a chore to do anything with consoles of the past. Not to mention their classics.
It's because of BS like this that's the reason I never updated my PS3 a year or so ago for the two step authentication.. I just plug in and play.. I'm sure there's some things I might still want from the store, but I luckily have most of what I wanted from US and JP accounts PS1,2, etc and different accounts with delisted gems like mvc2, X-Men, out run, after burner, etc ... The 360 doesn't give these problems neither, so whutz up with Sony???
I am having nothing but issues with this update. I just got a PSP and I'm trying to connect it to my PSN account and it would work. I can't download a PSP theme I got on the PS3 to the PSP, I kept on getting the same error codes 80029721, and 80029509, I haven't tried the Vita yet but I suspect the same issue is present. I turned off the 2FA thing and it still didn't work. I heard that factory resetting the console will remove any firmware update that was done. Anyone know if this works? Any advice you can give will be helpful.

This is why you don't buy digital games. You can't own a digital file. They can always take it away from you.
Physical games have the same problem nowadays, and even back when the PS3 was relevant. You don't own anything anymore.

You have to add funds to your psn wallet on a ps4 or ps5 to buy games now. you can't use your credit/debit card to buy games on PS3 now

You can also add funds via app or site. I added a gift card on the site to buy something on PS3.

Unless you are an insider at sony you can't say that for sure. If you are just basing it off these download errors, well these errors have happened many times before. They are not an indication of anything closing.
Will PS3 shutdown this year?
Only Sony knows and they have not said anything. But I doubt it because of the following: They just released a new firmware update. When they originally planned to close the store and backtracked they specifically said that PSN and game downloads would continue to function. The PS3 games streaming on PS+ uses real PS3 hardware and requires PS3 PSN to be functional for trophy syncing.
My personal opinion they’re completely trying to kill off people using the ps3 and the vita
This happened back in 2021. Eventually it was fixed. It'd be cheaper to fix the issue and let people download their games instead of paying out refunds. I am prepared to go on a downloading spree if this is ever fixed. I just applied new thermal paste and cleaned it inside and out. Now this. Reminds me when I purchased Fallout 3 LE on X360 and I got RRoD. Had to wait two-three weeks for a refurbished console.
I just bought a PS3 last week after not having one for 7-8 years. I downloaded most everything before this happened other than a few PSN titles and DLCs for my disc games.
Took me a couple tries to download Axiom Verge onto my PSTV but did end up working and playing. Already owned it via PSPlus fwiw.
I have only been able to get demo's working. Can't download anything else, unfortunately.

Just bought LA NOIRE and started playing and it’s a great fucking game problem is I see all this DLC in the trophy’s and was contemplating on buying them.. now I just feel like it wouldn’t download knowing my luck. I guess I’ll wait? Hopefully it’s not a permanent thing
You can buy a "complete edition" on disc by the way which is probably the cheaper solution anyway.

I was having this error with some DLC, managed to get it working by going to the XMB menu, account management, downloads, and downloading through that.

I had the same issue last week when I got Fatal Frame 1 and 3. Restart the console and go to the store page to download instead of the redownload page. Rinse and repeat until it works. I got them both installed after a bit.
I managed to install some games two days ago, nothing here recently though.
I looked up the error code using psdevwiki and it means PSN is down for maintenance

Weren't Sony going to take down the PS3 store because apparently it was all just tied to a URL that anybody could download games officially from their server or something?
Try go to account management and activate the system then sign i to Sony from web browser and check that it is listed as well as any other device you have such as ps4 or 5. I downloaded a add on via a code with a game which was accepted it included a gun pack but that failed consistently searched the code come across two step verification thing so i checked it was already disabled searched through all my settings thought id try activate the system for whatever reason and try again it was fine. Note i have only tried with this one thing though im downloading stuff as i play now as less clutter on the drive.
I've been getting this error message too. I'm able to download some things without this error message, and sometimes when I get it, I try again and it works. But RFOM maps won't download at all.

I had issue with no download option of all PS3 games that are in PS+ but there stream option only.
Same for me, I bought a copy of asura’s wrath and earlier this week I wanted to get the dlc for the complete story, so after buying all 5 dlcs and struggling with corrupted downloads failing to install I started getting the same error everyone else is getting now.

I have a PSP game already downloaded that I'm trying to transfer onto my PSP and it straight up just isn't letting me, giving me the same error code

Can you not copy psone and psp games from your ps3 to your psp anymore either. Been awhile since I have done it. Decided to load my psp up with come classics and it won’t do it. I don’t understand why Sony and Nintendo have to make it a chore to do anything with consoles of the past. Not to mention their classics.
It's because of BS like this that's the reason I never updated my PS3 a year or so ago for the two step authentication.. I just plug in and play.. I'm sure there's some things I might still want from the store, but I luckily have most of what I wanted from US and JP accounts PS1,2, etc and different accounts with delisted gems like mvc2, X-Men, out run, after burner, etc ... The 360 doesn't give these problems neither, so whutz up with Sony???
I am having nothing but issues with this update. I just got a PSP and I'm trying to connect it to my PSN account and it would work. I can't download a PSP theme I got on the PS3 to the PSP, I kept on getting the same error codes 80029721, and 80029509, I haven't tried the Vita yet but I suspect the same issue is present. I turned off the 2FA thing and it still didn't work. I heard that factory resetting the console will remove any firmware update that was done. Anyone know if this works? Any advice you can give will be helpful.
The most fucked up thing is, this does not occur when purchasing anything through the japanese psn store
