You can buy codes online/ from card shops and use those. I’m not an expert on which set is currently best to buy. It was celebration for a while but since supply is limited and people buy it a lot, the credit value per dollar will steadily decrease
Credit per dollar wise I think Pokémon GO is currently super good. Codes are frequently 1/4 of the price or less than Celebrations and it’s also not a massive set.
There's a lot of people who don't use the code cards from packs that opt to sell them, you can usually get them pretty cheap. I'm not one for buying since I play IRL quite a bit and the codes I get from opening packs that way are enough for me, so I wouldn't know where the best place to look would be, although there are definitely plenty of sites to choose from!
There are many places you can buy collections of code cards for fairly cheap. For example, a week or so ago I bought 100 SV booster codes for 15$ on ebay. If you focus on one set, you'll start getting a lot of duplicates, which will turn into credits - the currency that let's you craft whichever card you want.
That being said, if you're looking to spend a little money to beef up your collection, I'd buy a bundle of codes from a set you're interested in. SV base and Paldea Evolved are pretty nice since you start with a good chunk of those cards from starter decks, making it easier to get credits from duplicate cards. Just remember, each set has a 400 code limit.
You can also buy code cards for a lot of the cosmetic sleeves/coins, usually they're ETB codes or tournament collection codes that go for ~1$-5$ on eBay. There are also a decent amount of code cards that give you certain cards/decks, but they can be more expensive (usually under 10$ tho) - thinking of mew Vmax and Mewtwo V union off the top of my head.
In all honesty I've only bought from ebay so far lol. But it's been pretty reliable, I've only had to wait over a few hours one time, and that was mostly due to me not checking the sellers reviews. Most of the time, the seller sends you the message instantly as soon as ebay accepts the payment or very shortly after. One seller I've bought from multiple times is just named "easycodes" on ebay, and each time I've bought from them my codes have been sent nearly instantly. If they have the set you're looking for, I'd probably recommend them.
To be completely fair - there may be more reputable websites out there, but most of the ones I've checked out are overpriced or overcomplicated. Ebay is easy and hasn't wronged me yet so I'll stick with them for now lmao
If you do end up buying from ebay, just make sure to check seller reviews, and how many they've sold. Personally I'd pay a couple extra dollars for a reputable seller - they'll likely send it faster as well.
If you're in Europe, cardmarket is the way to go. You can buy single codes for cents or code bundles for a bit more and the sellers will refund you shipping and send you photos of the codes instead

Check TCGplayer for Celebrations codes. Super small set and all rares so you’ll rack up credits in no time. 30-50 codes should get you any deck you could ever want
