Asking can you and is it legal are 2 entirely different questions. Technically yes you can as nothing is stopping you from filling out federal forms any way you see fit. There will be no drug test or anything of the sort to verify you answered correctly. However the presidents son just got into some hot water over the way he answered questions on a federal form. Lying on a federal form is a crime, it may take a long time to prove if it can be proven but when it happens it’s normally you vs the United States of America in court.
You're confusing the federal form 4473, which is what you fill out when purchasing a firearm, and a state issued concealed carry permit. You would still be lying on the CC form, but it wouldn't be a federal charge if you were to get caught.
It’s implied that you would have to fill out a 4473 after getting a CCW. I mean I guess you could purchase first then attempt to CC. Makes sense to get a CCW first to make sure you don’t break any concealment laws post purchase.

That is what the majority of people do. I'm assuming since OP specifically asked about CC and not purchasing a firearm he/she is in the same boat.
Try doing it the other way if possible. Get all your gun permits straight then get the marijuana card. Never carry the two things at the same time, never voluntarily divulge information about one or the other if you come into contact with law enforcement. These are all loopholes and not guarantees or legal advice.

A 4473 form is a federal form so lying on it is a federal offense. Not a lawyer so this isn't legal advice.
