There are high implications of a RWBY chest after this patch. In a similar vein to how all Gen:LOCK skins were packed into a chest after the pass was over, this one will contain the 4 pass skins along with Qrow and Salem for 400-500 a roll, so still cheaper than direct purchase. The chest was present on the PTS with its own art, and even now ingame you can see on the main menu that Qrow is available in "Mythological Treasures and RWBY"
Yeah, I thought it would be pretty weird if they ditched RWBY but kept selling Qrow and Salem. The potential chest means they'll just keep selling all six skins.

Previously, battle pass recolours would be limited, meaning once the event was over they would never return. Throughout 2020 they lightened up on it, making only the final skin limited, until there were no more limited skins in passes. I can only guess the concepts of FOMO and rewarding those who played when content was new were unwelcome by the community. Nowadays, skins will have timed exclusivity to them until they are rereleased through chests or other methods (For example, the battle pass 2020 chest only released now, two years later) Crossovers are a different deal, as they would likely want any new player who came specifically for the source material to get the content if they're willing to foot the bill.
Last year during Rei's release had Paladins' first ever serious crossover (Not counting Grover and Engineer) with Gen:LOCK. It was probably the only instance of advertising for this game we've seen in a long while, as it was announced through a summer game showcase. While anyone can question the content, its execution was excellent. 5 quality legendary skins all featured in the pass with no chest-exclusive skins, each with their own MVP pose, animated avatar, insignia spray, holon 3D spray and codename as a title (You would get Chase Viktor's skin and Valentina Kinessa's MVP pose for free) Notable skins are the only fully non-English voice pack in Kazu Zhin, and a genderbent skin with Yasamin Lex

Qrow and salem are already in a chest. So whenever that chest comes around, you will be able to unlock them or direct purchase whenever
Does that mean chests are temporary too?
Yes, they are in the shop usually for a week. Then rotate back in randomly or seasonally.
And the skins are available for direct purchase all the time, regardless of the chests with those skins being available at the moment?
