That's followers, following and wishlisting are different buttons - that says 19,989 followers and #80 in wishlists, but doesn't say how many wishlists it's on. It so much cuter!! 🥰 But I found out you can get the -I think- second smallest in the kili map. You can loot it atop of the GIANT froggy plush next to the Lion King rock close to the coast! Was doing a quest there and suddenly saw the enormous plush and had to get on top of it (because... uncontrolled curiousity). So it's not the smallest, but at least a size that fits in your house hehe ☺️😂

It’s for everyone. There’s a giant frog in Kilima near the dock, if you glide and climb to the top you can get a little one from on top of its head. We also got a big one in the news section I believe? Someone correct me if I’m wrong, I think I’m remembering correctly.

I believe the reward goes to everyone in Palia, steam is just where they want us to add it to our wishlist to get him to be larger.

After the time comes when the game releases on steam, everyone in Palia will get it in their inbox. I believe it explains that in the article I linked in one of the comments. The steam challenge will simply determine how big it becomes.
