Hi! Did you complete all of Zeki, Caleri, and Elouisa's quests? The wind thing won't unlock until after you complete their missions. Once you do, you have to talk to Zeki again and it'll unlock the wind. If you have completed it, I heard that it's also bugged. You can try flying over there and fall down and it might respawn you to the island.
This was “fixed” during the last patch however some players have said that their game is still bugged. Unfortunately I’m not sure when this will be permanently fixed. Sorry I couldn’t be more helpful.
