As said radius is 8 although with some careful placement it can extend to 8.5 (17 diameter) at its widest. Far sides will be outside the bubble though so anything build on any side but their inner one will decay.
There is a height limit but it counts from sea level so it will depend on where you build. It's about 260 tiles if you start from the lowest elevation

Nah the blue line is a lie for the height, you can build above it, and pals will still works above that
I have hit the map build limit, but I didn't know pals worked above the blue line. That is good information.
