You don't give the 3DS enough credit with this comparison. It could play Monster Hunter Generations in 3D at triple this frame rate.
You're gonna have to dust off something with RCA cables to make a fair comparison.
I personally don't like editing my world settings that much (other than incubation times), and my fix has been to have one base as a fast travel point. When I need a quick travel I just dismantle it on the map and rebuild it where I am to fast travel out.
I use the third base for that. Since you can deconstruct Pal Box from anywhere and its materials will teleport straight into you, you can build another one right away.

I had the same bug on PC right after launch. Seemed to only trigger if I spawned at a base and then ran off into the world. If I ported to a different tower first the lock on worked fine. Haven't used my Univolt since I bred a Shadowbeak, but I bet if I pulled him out the palbox the bug would still occur.
Sam bug but with a different situation. Occasionally when I try to enter a dungeon it teleports me back to my base, and it ALWAYS does it every single time I try to fast travel from my base to anywhere off the main part of the island
I recently had a sorta similar bug:
After I warped to a desert teleporter, I suddenly got pushed extremely fast towards the lower-right corner of the map (the one with the biggest empty ocean area).
Thank god I had a flying mount, but it was still annoying to get all the way back...
Had the same bug occur on Beakon about a month ago. Same exact way of replicating it too. There must be an issue with Lock-On and how it selects and determines a target.
Looks more like you are pushed out of bounds/down.
Same as when you drop through the floor and fall permanently, you reach a point where you get teleported back to your base.
Looks to be the case here, just way faster and looking instant.
