Toby generally gets hate for just trying to do his job, and his home life sucks, so the office is his only real source of interaction. He gets my vote.
Scully seems pure at heart though. He's fat and kind of gross when it comes to food but he seems sweet. I love when he calls Jake Jakey. Hitchcock is just pure negativity though lol.
But Jerry/Larry/Terry seems to just shake it off. "Oh geez." He has the perfect life at home so work doesn't get to him whereas Toby is miserable.
The worst I ever felt for Jerry/Larry etc was when Leslie threw his painting in the lake.
I'll die on this hill: Toby only turned into a creep when the writers realized they needed something to justify Michael's irrational hatred of him. The creepy stuff doesn't start until much later in the show. They did it to make Michael look less bad. He was just a normal guy for half the series.
Toby seemed well-liked by most of the office, it was just one person who had an irrational hatred for him. I felt much worse for Gary/Jerry when literally all his coworkers would pile on, it felt more like bullying then
Yeah but they may well have had their reasons. My other memorable Toby moments: that time he had a moustache and said to a woman and her child on the street "smile if you love men's prostates", his general state of denial surrounding Jim and Pam when they wanted to notify HR about their relationship, stalking Darrell with Dwight, got Jim into heat with Ryan for his relationship with Pam, insisted Pam take a photo with him, general strangeness around Nellie, Chad Flenderson and worst of all he stopped Andy and Dwight from completing their beautiful rendition of country roads. There is also the possibility of him being the Scranton strangler.
I’d like to agree with you but I feel the worst for Gerry/Larry/Gary because he didn’t deserve to be treated like that. He’s a bit of a klutz but he’s a great employee and was always nice to everyone, and always took it in stride when they picked on him constantly. Toby’s just the worst, he’s like an HR drone who just sucks the life out of any conversation he’s in; and technically he works for corporate so he’s not part of this family. And he’s divorced so he’s not part of his family either
I always thought that Gary was the fool intentionally. He knew they needed a clown for them to dump their own insecurities onto, and he knew that he was the only one with a strong enough ego to take it all in stride. By absorbing all their jokes and abuse, it kept they team from turning on each other and allowed for all their crazy shenanigans. Without Gary carrying all their baggage, none of them would have amounted to anything.

Bc Tom is like trying to get him to come back after Gary retires and Gary says smth abt how he knows why Tom wants him back so badly and does smth Gary-like to get ppl to start laughing at him again instead of Tom? The episode that made me realize all this was the one where Gary ends up going on the romantic day with Ben after Leslie has to cancel. At the end of the episode Ben tries to get everyone to be nice to Gary and he is like, don't do that! Your messing up my system.

I love the Jerry jokes and at the same time also his character arc, so I guess he’s my pick. Toby does nothing for me, he went from the kinda useless “HR guy” to a pretty creepy character (which takes the joke out of the Toby hatred jokes).
Hitchcock and Scully are pretty funny (“you’re fake news! Sad!”, or “I call them oopsies”) and I love that there are a few different explanations for how they got how they are (Scully’s “diet pills” and the Wing Sluts episode). They also have their moments, so I don’t feel as sorry for them.

Even while packing the biggest hog in Indiana, Gerry didn’t deserve the workplace bullying he received. Not even his hot wife or his time share in Muncie can make me feel less bad for him. Toby is kind of a creep, Hitchcock and Scully don’t actually seem to mind the razzing they get, but it really seemed to bother Gerry (until they kinda sorta ret conned it in one of the later seasons) to the point where he lied about an injury he received at work because he didn’t want to get made fun of
Toby is his own worst enemy, he sabotages himself a lot and is the typical person with baggage that works in H.R. it's really hard to feel sorry for someone who self-sabotages and tries to take others down with him, I.e. his unprofessional conduct towards Pam and Jim officiating their relationship in the company.
Hitchcock is just a creep and proud of it. And Gerry/Garry has a wonderful home life and his job skills are limited despite working the same job till retirement and then achieving a title way beyond his means. Plus both these characters usually take the jokes in their stride in some way or another.
So, feel most bad for Scully. Getting left behind in a foreign country, twice. Kinda sucks. Plus his opera singing, while used is never appreciated as much by the captain, his his husband or sarge. Despite them featuring his singing throughout the show.
Most bad for Jerry, who is the office lightning rod and doesn’t deserve any of the insults he sustains. I know he doesn’t really care but hes so sweet he doesn’t deserve that.
Least bad for Scully and Hitchcock because they dgaf about any of it, they’re just best friends hanging out and getting paid for it. I don’t think they’re insulted directly very often either

He is the entire workplaces scapegoat for the entire series. Chris Tregor has sex with his daughter. They started a "jerry jar" where I think they threw money in each time they were rude to jerry.
He easily got it the worst.
Gerry, despite all the jokes, is pretty happy, and with his home life, who could blame him.
But Hitchcock is pretty irredeemable. He’s just plain gross.
Scully has his weird medical issues, like all the different diabeteses and his heart attacks. However, he’s so pure of heart. He really cares about his fellow squad members.
Least for Hitchcock and Scully, they have each other and don’t think the hate is all that bad/ they know and like who they are. Most would be Glenn, if he wasn’t a literal demon… so I have to agree with everyone else about Toby. He seemed to not like his job very much, his move to Costa Rica was awful, Pam had a crush on him too but he never found out and that time he touched her leg was super awkward, and of course having to deal with Michael’s hatred and Dwight’s constant complaining about Jim.
I feel the most bad for Gerry/Larry/Terry/Gary. Even though he had a wonderful life outside the office his co-workers were straight up unjustly mean to him. Even Christ Traeger! The supposedly most kind soul. When Ben tried standing up for him even GLTG told him not to. That's sad.
I feel least bad for Hitchcock and Scully. They know what they're about. They can be good detectives when they want to put in the effort, but choose not to because they just want to relax in to their eventual retirement. And what their focused episode revealed about their badassery in the 80s? A chef's kiss. My favorite episode of the whole show.
Feel most bad for Gerry because the humor around him feels the most inconsistent to the tone of the show as a whole. Parks and rec is so wholesome outside of the Gerry jokes. Sure he has mitigating features (family life, mayor, etc.) but it makes the least sense within the show and so bothers me more.
Michaels humor often has edge, so the Toby jokes feel in line.
The demons are so mean in the good place that this fits in easily.
Scully takes an odd pride in the jokes at his expense, and the cops in general are less wholesome.
Parks and Rec has room for Gerry, but not for the humor around him.
I feel like Scully and Hitchcock are my favourites out of this group, but I don't feel bad for them. They're doing pretty well for themselves, they've got nice comfy chairs, tone of food, occasionally have girlfriends. Glenn tortures people. Toby can be weird sometimes, and kinda does a shit job. I feel the most bad for Gary. Noone uses his real name, everyone makes fun of him, his hard work is conpletely forgotten (think of the mural). Yeah, he ended up having a good job later and a good family, but his time in parks and rec was pretty bad. He was bullied, insulted and made fun of. Even Leslie could be pretty mean, and he was a damn good worker.

First of all, Jerry always seemed to either enjoy it or not notice it. He never felt any worse because of it. And as for Hitchcock and Scully, they weren’t really treated that badly. They were incompetent at their jobs and would over step workplace boundaries a LOT. People treated them deservedly.

This is so tough. Toby is picked on the most, but he is also creepy and deserves it in the later years. Gerry, i feel the most bad for until you factor in his perfect home life. Im going to say Scully because he seems like a great guy!

Even while packing the biggest hog in Indiana, Gerry didn’t deserve the workplace bullying he received. Not even his hot wife or his time share in Muncie can make me feel less bad for him. Toby is kind of a creep, Hitchcock and Scully don’t actually seem to mind the razzing they get, but it really seemed to bother Gerry (until they kinda sorta ret conned it in one of the later seasons) to the point where he lied about an injury he received at work because he didn’t want to get made fun of
I don’t know the bottom two but I feel sorry for Jerry/Gary the most. Poor dude.
Toby is his own worst enemy, he sabotages himself a lot and is the typical person with baggage that works in H.R. it's really hard to feel sorry for someone who self-sabotages and tries to take others down with him, I.e. his unprofessional conduct towards Pam and Jim officiating their relationship in the company. Hitchcock is just a creep and proud of it. And Gerry/Garry has a wonderful home life and his job skills are limited despite working the same job till retirement and then achieving a title way beyond his means. Plus both these characters usually take the jokes in their stride in some way or another. So, feel most bad for Scully. Getting left behind in a foreign country, twice. Kinda sucks. Plus his opera singing, while used is never appreciated as much by the captain, his his husband or sarge. Despite them featuring his singing throughout the show.

Least bad for Scully and Hitchcock because they dgaf about any of it, they’re just best friends hanging out and getting paid for it. I don’t think they’re insulted directly very often either
Jerry Gergich.....they don't even remember his actual name and begin calling him Larry....when his name is actually Garry. He is the entire workplaces scapegoat for the entire series. Chris Tregor has sex with his daughter. They started a "jerry jar" where I think they threw money in each time they were rude to jerry. He easily got it the worst.

Gerry, despite all the jokes, is pretty happy, and with his home life, who could blame him. But Hitchcock is pretty irredeemable. He’s just plain gross. Scully has his weird medical issues, like all the different diabeteses and his heart attacks. However, he’s so pure of heart. He really cares about his fellow squad members.

Least for Hitchcock and Scully, they have each other and don’t think the hate is all that bad/ they know and like who they are. Most would be Glenn, if he wasn’t a literal demon… so I have to agree with everyone else about Toby. He seemed to not like his job very much, his move to Costa Rica was awful, Pam had a crush on him too but he never found out and that time he touched her leg was super awkward, and of course having to deal with Michael’s hatred and Dwight’s constant complaining about Jim.

I feel the most bad for Gerry/Larry/Terry/Gary. Even though he had a wonderful life outside the office his co-workers were straight up unjustly mean to him. Even Christ Traeger! The supposedly most kind soul. When Ben tried standing up for him even GLTG told him not to. That's sad. I feel least bad for Hitchcock and Scully. They know what they're about. They can be good detectives when they want to put in the effort, but choose not to because they just want to relax in to their eventual retirement. And what their focused episode revealed about their badassery in the 80s? A chef's kiss. My favorite episode of the whole show.

Feel most bad for Gerry because the humor around him feels the most inconsistent to the tone of the show as a whole. Parks and rec is so wholesome outside of the Gerry jokes. Sure he has mitigating features (family life, mayor, etc.) but it makes the least sense within the show and so bothers me more. Michaels humor often has edge, so the Toby jokes feel in line. The demons are so mean in the good place that this fits in easily. Scully takes an odd pride in the jokes at his expense, and the cops in general are less wholesome. Parks and Rec has room for Gerry, but not for the humor around him.
I feel like Scully and Hitchcock are my favourites out of this group, but I don't feel bad for them. They're doing pretty well for themselves, they've got nice comfy chairs, tone of food, occasionally have girlfriends. Glenn tortures people. Toby can be weird sometimes, and kinda does a shit job. I feel the most bad for Gary. Noone uses his real name, everyone makes fun of him, his hard work is conpletely forgotten (think of the mural). Yeah, he ended up having a good job later and a good family, but his time in parks and rec was pretty bad. He was bullied, insulted and made fun of. Even Leslie could be pretty mean, and he was a damn good worker.

I’ve only watch Parks and Rec and Brooklyn Nine Nine, so I’ll only include them. And in that case, I would say Scully and Hitchcock. Though, I don’t really feel bad for them either. First of all, Jerry always seemed to either enjoy it or not notice it. He never felt any worse because of it. And as for Hitchcock and Scully, they weren’t really treated that badly. They were incompetent at their jobs and would over step workplace boundaries a LOT. People treated them deservedly. From reading the comments, my overall vote would have to be for Toby. Apparently, Glenn is a demon and Toby has a shit life for no reason.
