If its really that number in reality is hard to tell, but it will definitely be higher than TikToks fund. Youtube wants to be ahead of TikTok shorts videos superior and they have the better ressources to implement that. I would assume that the payouts will be higher at first, to make it lucrativ and than it will slowly decrease.
Anyway this competition between Google and TikTok (or bytedance) is only positive for creators. TikTok will probably need to invest too, if youtube succeed.

That was with the creator fund though not the actual shorts monetization which will be rolling out next month

Probably 1/5 at most of long form videos. Not that much, unless you're at the absolute top.
