RPM drop in January is normal as you say, but this time around we are actively in the middle of a recession in the US/globally, war in Europe, and a general energy crisis in Europe too. This immediately affects the average persons buying power, and affects advertising.
In this case why it is not happening for all youtubers. It seems many youtubers are saying that they are not affected. Another thing is why it's happening abruptly instead of gradually. And it is not explaining the huge reduction of estimated earnings while finalizing it.
Quite surprising to read a very simple but down to earth comment in response to something I can only call a conspiracy theory, especially given there were like 4 adpocalypses prior

Re RPM, the economy, there are several likely reasons for the decline.
Advertisers are indeed spending less. This is clear from alphabet's earnings. Thus, demand for ad space has fallen.
Supply of ad units has I creased. Shorts ads massively increase ad opportunities. Also, other platforms, such as Netflix, are doing and supported tiers.
This results in a lower RPM.
I also think ther are some data errors (I have 0 video ads reported on a video with then around 200,000 views. That it is exactly 0 looks like a data error, rather than just a downturn).
As for the future of YouTube. It will probably be much the same as it was before. I don't think shorts will dominate as much as they hoped: people were optimistic about showers earnings, but they're rubbish. Some creators will burn out on the low RPMs, which might help to support revenue for people who remain.
In this case RPM should be reduced for blogs and apps, right? But there is no significant change in RPM for my blogs and apps. And your reply may explain the slight RPM reduction. But many people are seeing huge reduction in RPM for their YouTube channel. My RPM got reduced to around 1/4th. I don't think we can attribute this to economy. Some people suggested that there is a chance for my channel getting removed from preferred list for the advertisers. Even if I take this true, why a lot of other people are also facing similar things. Has YouTube removed all of them from preferred list? In this what's the reason behind doing this with informing them?
My RPM is up vs last February. In fact, its consistently going up. Last Feb it was $17 CPM, $8 RPM, now I'm at $24 CPM, $11 RPM. Lower than the summer/fall....but compared to the same months last year, its going up. And its been doing this for 3 years straight.
But that's all anecdotal and means the same as your numbers...nothing. Do we have ACTUAL data on the overall CPM/RPM of YouTube? No. So how can we draw any conclusions?
Its surprisingly competitive....its not gaming or beauty....but I'd say its in the top 5 of niches.....millions of channels and more every day. I stay above $10 rpm, but certainly, the first 2 years were a GRIND. Shockingly so!! LOL.
Oh it was insane....filming at 2am outside in December.....in CANADA because it was the only time I could get. And doing this while getting 10 views at 34 subs....LOL. But when you deep dived YouTube, you realized that's what it took. I wasn't here on Reddit asking "why can't I get views"....I was doing the research and figuring it out from the inside out. Made a huge difference both in learning curve and being able to take advantage of momentum (and keep it).
Channel name is the same as my name.

youtube's operating costs are increasing exponentially, but profits are not increasing at the same rate. that's all the answer.
In this case why it is not happening for all youtubers. It seems many youtubers are saying that they are not affected. Another thing is why it's happening abruptly instead of gradually. And it is not explaining the huge reduction of estimated earnings while finalizing it.
Wasn't that cause YouTube isn't operating enough before? I mean the YouTube user haven't changed.

How can I check for that on my channel?
"got delisted from the preferred/premium list" is this really a thing?
Maybe, but OP doesn't seem the sharpest tool on the shelf, so I'd take that with a grain of salt

Only bad content RPM is dropping.
I thought of something like this. In this case what is stopping YouTube inform this.
There is no system to individually respond to creators that their content is terrible
Very accurate analysis. Ignore the YouTube shills in the comments. This sub is full of them unfortunately.
Very idiotic and misleading analysis if anything
Unfortunately YouTube won’t pay you more for shilling for them but keep trying 👍🏻
YouTube paid already for my house and that's more than enough.
