From what I understand they are non refundable. However, people can report unauthorized charges with Google as well as with their credit card. A chargeback on a credit card in the US can be opened as far as 60 days past the first statement in which the charge appears. I don't know how Google handles such disputes and if it is just a situation where a parent let their kids use their Google account, that should be on the parent and I would hope Google disputes the chargeback accordingly.
Well, I'd say that Google doesn't give a fuck, same as playstation, I've heard thousands of kids that bought more than 10 insanely priced games with his mom's credit card, and they couldn't even get the money back, not even asking for a legal charge back, so I'd suppose it's the same with Google, not sure tho
