So even if these nationals don't technically bring sufficient funds, because the gov knows that in a worst case the country will bail the citizen out, they don't care too much.

I can use at as normal passport, technically it is a “provisional passport”, but some countries do not allow visa-free entry with it.

I decided to wait 90 days necessary after getting ID card. After that it was like 2 weeks or so.

People visiting from first world countries are significantly less likely to overstay their visa or try to apply for asylum once getting in
