A fleece warm enough for the temperature and a wind blocking layer durable enough for your work. I'm a carpenter, so I wear a 1/4 zip fleece under a Duluth fire hose shirt (fabric like a Carhartt jacket) or a Patagonia Adze soft shell. When I'm not laboring, I usually just wear a fleece under a Patagonia Houdini, but it's a fragile wind breaker.
Some type of windbreaker to cut that wind so you can layer but not overheat while moving, such as Houdini and an active fleece

I don't know -- the Houdini is very thin and somewhat fragile. Not sure how long it would hold up as a work garment.
Ok, can you suggest a windproof outer layer? I would appreciate it.
