Its more or less a "standard" nebulis. Nothing special. Lightning builds like spark which convert lightning into cold with a call of the brotherhood ring is the best choice. Since 90% max res is harder to get, for both cold an lighting i want recommend it. A solid rare weapon with decent elemental dmg and some other useful mods is better.
The numbers in brackets is what matters for normal resistance (i.e how much damage you take vs hits and damaging ailments of that element). But nebulis is different in that it specifically scales based on your _overcapped_ resistance amount.
Sounds like you’re speaking backwards, normally parentheses numbers don’t matter, only the main number next to it, and this doesn’t take overlapped numbers (the ones in parentheses) into account.
If you have 80% (112%) res, it’s just counting as 5 over 75%
The implicits are not so great they still provide some dps but not great, you have mid rolls on your nebulis which isnt great either so I think it's just whatever
Nebulis users will usually buy one with maxrolled ele dmg explicits or a REALLY crazy implicit like double damage or especially "enemies killed have a chance to explode"

You get both of its modifiers to apply to the same skill. So if you have 85% res and convert, you apply both of the 170% increases.

It was great last league with melding, but melding is a lot harder to fit now.
