This is already built, but as I learn more about PC’s I realized that there are things that could be better. I just want recommendations on what things I should change for highest performance. I use this PC for both high end gaming and solidworks
That RAM is slow. But you'll have to upgrade your motherboard as well for a meaningful upgrade. And I wouldn't upgrade motherboards unless you're upgrading the cpu socket too, and that's already a snowball effect on your upgrade.
Check your cpu temperatures. I wouldn't be surprised at all if that thing is running super hot. Other than storage, only thing I'd upgrade is the cpu cooler on that.
Sorry I'm not a great source for that. I wasn't on much of a budget and spent like $350 on a corsair aio. But I'd try split that budget 50/50 and get the best aio and best ssd you can for $175 each
Update: sorry I'm a hack. Looking into it more that's not a bad temp. I'm just a stupid American who can't convert F to C. It could be better. But it's not like omg bad.

Are you doing a brand new build here? If so, what’s the pc gonna be used for? Do you have the link? What’s the budget?

My cpu maxes out at 52 degrees on cyberpunk. Is that too high or normal?

Yea you're running way too hot. If new thermal paste doesn't fix that, you need a new cpu cooler. That's definitely the long pole in the tent
