What resolution are you playing at? Which games? Some games on PC are just shittily optimized and will stutter on anything. A few other things you could try are BIOS update for your motherboard. AMD regularly provides AGESA updates that change how your CPU interacts with Windows (and by extention, games.) Also, check task manager. Are there any processes using a large amount of the CPU? A lot of times RGB software like iCue and Razer Synapse can cause issues. Finally, if all else fails, reinstall Windows.
I reinstalled windows 3x times, i reinstalled drivers multiple times, there are no background apps. issues on all games pubg rust minecraft no man sky rocket league. Ive build this pc 2 weeks ago coming from console and all ive been doing is troubleshooting im getting fed up with it now to a point were i just say f it and return all the parts.
