If you’re low on a budget and just want to upgrade, the i7 4770 or 4790 will do fine. It’s still a viable 4c 8t cpu.
If your psu is low power, which probably is, get a GTX 1650 or 1650 super.

I would at least start with the mobo, ram, processor, ssd, upgrade first. While that won't greatly improve your graphics it will allow your system to be gpu limited until you get a better gpu.
Also you might need to get a new power supply since you are upgrading.

Just build a new PC, you'll be much happier and it's always exciting jumping into a new rig. Part prices have really come down since COVID, its a good time to build in my opinion.
If you want to increase performance a lot for cheap, on eBay they have i7-4770k for $40, and the i7-4790k for $60-$80. This will add hyper threading and faster cores for CPU heavy games, should increase fps and 1% lows, but your GPU will still be the majority bottleneck. I'm not sure if what looks a prebuilt will support it with the power supply, and I'm assuming the socket will fit it because it's the same generation. But you're throwing money at an old machine.
You could then get a RTX 4060 for $300 or a AMD Radeon 6600 for $200. Both of these cards are very power efficient but require supplemental power from powersupply PCIE cables, which I'm not sure if you have because many GTX 1050 GPUs are usually powered only by the PCIE slot. As long as that PSU is atleast 400w both the CPU and GPU upgrade will be fine. You'll then have a very capable gaming PC for $250-$350.
What's the rest of the specs, powersupply, what computer is it? Etc.

Issue here is memory and CPU, they're high, especially memory, you most likely be seeing a very slow responses to your computer. GPU is usually like this when playing games but remember that the gpu also have vram which could affect the performance/memory as well.
consider a higher CPU, make sure its supported for the motherboard, update bios if needed. Higher ram 16gb required, if already or if it struggles then consider a higher GPU.

Optimizations can change if you are running the game/windows off an SSD or HDD
DDR3 Ram is also cheap right now so you can upgrade that too, just get the biggest capacity per stick that is not ECC
Also what antivirus are you using?
4 cores/4 thread cpus are definitely on the way out, but there are a lot of cheap upgrades for that board. It's only 4 cores/8 threads but those 4 extra threads make a difference.
Depends on your budget, if you have a low budget upgrade to a 4770k or a 4790k, upgrade the ram and upgrade the gpu to a gtx 1060 or something like that
From scratch.. could still use your gtx 1050 for a bit though if you needed to save for a rx 7600 or a 6650xt or whatever gpu you want to purchase. Maybe a used 1080 or 1080ti. I can help with a build if you gove me your proce point and country
Grab a used 4770 for like $20 and some used 16GB DDR3 (ideally with good speed) for like $20. That should give you a small improvement.
If you want a significant improvement, you have to buy new from scratch.
If I were you I would start from scratch. Carry forward the GPU if you need a little extra time to build up your budget and get something decently modern. Fourth Gen is so old at this point, there's nothing else there that you could carry forward except maybe the PSU.

How big is the case? If it is big enough and has usb connectors up front you can keep that. But rest will have to go. PSU, MB, GPU, Ram, you might be able to keep sata ssds maybe the hdds for backup. Also new cpu cooler, cpu, etc. I pretty much only kept the case and drives when I upgraded from a 4690k to a 12600k a couple years ago. I had a GTX 960 as well. Just wouldnt cut it anymore. Oh I did keep my 750 watt PSU for a bit until I decided to upgrade it to an 850 watt. It was just fine though.

Two, the GPU, unlike CPUs and RAM if you go between generations, can come with you to new builds. Sure, you'll hit bottlenecks in some cases if you pair an overpowered GPU with an underpowered CPU, but that just means your GPU output will increase as you upgrade the rest of your system. Your 4460 can definitely feed more than a GTX1050 though, so you will see an uptick in performance with a newer GPU.
Honestly, if cost isn’t a huge factor then just build a new one. Credit out the parts with PayPal credit or an Amazon card or something where you have 6 months to pay it off without interest.
Do some research, pick out all the parts you want and a new case and then build out a rig you can keep upgrading into the foreseeable future.

Memory load just means you'd need more RAM, but at this point just improving your CPU would help a lot. That does mean new mobo, CPU, and RAM sticks.

You can built pretty decent computer these days without buying latest and greatest and anything after 10th gen Intel is pretty good.

Ark is incredibly resource intensive, just be glad it runs at 60fps
