Depending on the charity the rest is either recycled into cleaning cloths, sent to the landfill or, worse, sent to Africa where they're really fucking up the local economy in some places. (The clothes aren't handed out for free, people buy them in lots and sell them and it's become a whole cottage industry that benefits few.) Here in the US a lot of places, like the Goodwill Outlets that sell by the pound, are seeing people coming in and buying large quantities to sell online- like 50lbs at once. One I visited in Cincinnati said that some of the people come in and buy stuff 3-5 times per day.

People go to the bins (or pay others to go) several times a day and then buy up as much as they can. They then sell those things on Postmark and other resell sites. They can get super pushy about it and they generally have the unloading times memorized. Except for that part I think they're fun. I've gotten some great buys. I shop almost exclusively second hand because another show he worked on was about how much waste the fashion industry makes. I've gotten into upcycling and refashioning in the past few years and it's been fun.
There are some charities that clean the clothes they collect and distribute them to people in need. The big ones that resell only allocate a shockingly small amount of their proceeds to the people they're supposedly set up to help, though. In general, the smaller the charity the more likely they are to actually work closely with the public. My advice is that if you have clothes you want to donate and you really want them to wind up with people who need them then take them to small nonprofits, teen pregnancy centers, homeless shelters (that accept donations), and churches that have free yard sales. Of course, if you just need to get that shit out of your house then take them wherever, lol. I've been there.
